The account contains amounts which
are overstated on each side of the account to
the extent of $11,273,492.93 on certain Heads
accounts in connection with the Railway by the inclu- sion of transactions which have been already
recorded in the account for 1908.

The Treasurer appears to have misinter-
preted paragraph 4 of Colonial Office Despatch
No:251 of 21st October 1909 and to have failed
to recognize that the receipts and the ex-
penditure in connection with the Railway from
its commencement up to 31st December 1908 hav-
ing been recorded in the amended account for
that year, it is improper to record them again in addition to the final expenditure incurred
during the year 1909. The correct figures
for 1909 are as follows:-
